Obviously, this is contingent on the type of universe and the types of rules such powers would follow.  It could also depend on how exactly we view the powers, as well as time itself.  For example, maybe these individuals simply exist outside the boundaries of time.  Then, we might also consider that time flows like a river  Individuals with the power would be able to step in and out of the river.  In this sense, more than one person could have the power.

But even if one could stop time, they should still be subject to the natural laws of the physical world. Say that time stopped. Would all the air molecules cease movement as a result? Would this empowered person be able to breathe as normal? Or are they granted with the ability to survive as normal without the flow of time, therefore without the same requirements for survival as anyone else. In order to be able to “stop” time or “step out of the river”, one such individual would require a myriad of extra powers merely to survive such an ordeal, perhaps mentally as well as physically. And if a person were endowed with the aforementioned abilities, they would in essence acquire a sort of godhood, making the ability to stop time only so amusing/useful/practical.
